The Locally Based Enterprises Program (LBE) helps construction businesses get subcontracts with general contractors who have City government contracts.

The LBE Program does not assist designers, architects, and planners. To get certified, a company must meet program criteria, including gross earnings of less than $2 million, on average, for the last three years.
