The Home Energy Assistance Program (HEAP) helps low-income homeowners and renters pay for utility and heating bills.

HEAP is a seasonal program. You must re-apply each year and meet the qualifications to receive a HEAP benefit.

If you are homebound, you may request a home visit to apply for HEAP. A person is considered to be homebound if, due to physical or mental illness, they are unable to leave home without assistance or escort.

HEAP recipients can use HEAP approval letters as documentation to support Con Ed reduced rate programs and Verizon Lifeline.

The 2021-2022 HEAP application season is open and is scheduled to run until April 29, 2022 or until the funding for Regular HEAP benefits run out, whichever happens first.

The Regular Arrears Supplement (RAS) is a one-time benefit based on the actual amount of current utility arrears, up to a maximum of $10,000 per applicant household. Benefits are paid directly to the household’s gas and/or electric utility vendor(s).

If you are eligible, the RAS HEAP benefit can help you pay for gas and/or electricity utility arrears.

Eligibility

You may be eligible for a RAS HEAP benefit if you heat your home with natural gas or electricity, and/or your heating costs are included in your rent, but you are responsible for paying for your home’s electricity.

You must also meet the following requirements:

  • Your income is at or below certain income guidelines or you receive Family Assistance, Safety Net Assistance, Supplemental Nutrition Assistance (SNAP) or Code A Supplemental Security Income,
  • You received, or meet all the eligibility criteria to receive, a Regular HEAP benefit in the current program year,
  • You pay a vendor directly for your gas and/or electricity usage, and
  • Your current gas and/or electricity account(s) is/are in active collections, or otherwise facing disconnection or termination due to unpaid arrears.

How to Apply

The HEAP RAS application program is ending on March 15, 2022 or until the funding runs out, whichever happens first. 

RAS benefits are determined during the regular HEAP application process. Once you submit a HEAP application, HRA staff will assess for both regular HEAP and RAS by contacting you to conduct a phone interview. 

You must be eligible for HEAP to be eligible for RAS. If eligible, the RAS worksheet will be completed by HRA staff at the time of the interview.

If you have received an electric, gas, or heating disconnect notice, you may be eligible for emergency financial assistance.

Assistance is available year-round and is separate from the seasonal HEAP benefits.

Resources are also available for qualified households that have a low supply of heating fuel or a broken boiler or furnace.
