If you're an eligible low-income homeowner, you can get an annual, non-refundable credit of $115.89 through the Home Water Assistance Program (HWAP). You do not have to enroll in the Home Water Assistance Program.

If you're an eligible homeowner, you will automatically get a credit on your water and sewer account. A credit for $115.89 will appear on the first DEP bill received after the credit is applied. The transaction will be labeled "NYC Home Water Assistance Credit."

To qualify for the annual credit of $115.89, you must satisfy the following requirements: 

  • Own a 1-, 2-, 3-, or 4-family property with the DEP water account actively being billed for water services AND
  • Be listed as the owner in the Department of Finance Real Property Assessment Database (RPAD) or the Automated City Register Information System (ACRIS) at the time the credit is applied.

And receive at least one (1) of the following benefits:

  • Home Energy Assistance Program (HEAP) Regular Heating Benefit for the 2020/2021 heating season
  • Senior Citizen Homeowners Exemption (SCHE) as of March 2021
  • Disabled Homeowners Exemption (DHE) as of March 2021
  • Had an approved Enhanced School Tax Relief benefit as of March 2021 from the NYS Department of Taxation and Finance and an income of less than $50,000 in Tax Year 2020

Home Energy Assistance Program (HEAP) is a federally funded program to assist low-income homeowners and renters pay for utility and heating bills. In the City, it is administered by the Human Resources Administration.

Senior Citizen Homeowner Exemption (SCHE) provides a reduction of 5 percent to 50 percent on New York City's real property tax to seniors age 65 and older.

Disabled Homeowner Exemption (DHE) provides a reduction of 5 percent to 50 percent on New York City's real property tax to low-income homeowners with disabilities.

Only one HWAP credit is issued per HEAP recipient. A HEAP recipient owning more than one property is eligible for only one HWAP credit.

You are only eligible for the City's pilot Lead Service Line Replacement Program if you have been contacted by the Department of Environmental Protection (DEP) and if you have received an application in the mail. Homeowners who have been mailed an application meet eligibility requirements because they:

  • Own a 1-family property
  • Have a potential lead service line
  • Receive the HWAP benefit

Once you submit your application, DEP may contact you if there are any questions about your application. Otherwise, you will be contacted by a plumber within a few weeks to schedule an inspection. If you decide you no longer wish to participate in this program after the inspection, you may opt out at that time. If the inspection confirms your eligibility in the program and you would like to proceed with the work, the plumber will work with you to find a date to replace your service line.
